Why DDP prices are hard to compare: one forwarder may quote “tax included” but exclude destination THC and demurrage after free time, while another quotes the full landed cost. Always ask for the same scope: which fees, which taxes, which delivery address and which free-time policy are inside the number.

2. DDP transit times by port and mode

A DDP door-to-door service adds clearance and last-mile time to the port-to-port leg. The figures below are corridor-level research findings, not schedule guarantees, and the exact window depends on origin city, discharge port, SABER readiness and the final delivery address.

The SABER variable: transit estimates assume the PC is already in place and the SC is applied for as soon as the bill of lading is available. If conformity paperwork starts late, the delay at the Saudi side can easily exceed the sailing time saved on the ocean leg.

3. DDP vs DAP (DDU), EXW and FOB

Incoterms allocate cost and risk; they do not set a price. DDP concentrates both on the seller for the smoothest buyer experience, while EXW and FOB leave the importer to manage the Saudi side. DAP — the Incoterms 2020 successor to the legacy DDU term — sits in between: the seller delivers to a named place but the buyer clears import and pays duty/VAT.

DDP is usually best when...

  • The buyer wants one all-in price and one provider to chase.
  • You are not established with Saudi customs or a local broker.
  • You sell direct to consumers, Amazon or Noon, and need door delivery.
  • You want duty/VAT/SABER handled by a forwarder with local partners.

Self-arranged DAP/CIF is usually better when...

  • You have a Saudi commercial registration and can reclaim VAT.
  • You have an existing broker, negotiated terminal rates and trucking.
  • Your product duty/VAT exposure is low and you want transparent tax visibility.
  • You can manage SABER PC/SC directly and clear before discharge.

The commercial question is not “which term is cheapest” but “who can clear fastest and with the lowest total landed cost”. A DDP provider with weak SABER discipline can be more expensive in demurrage than a self-arranged shipment with a strong broker — so evaluate the operator, not just the term.

Mawani-operated Saudi ports handled 8.3 million TEU in 2025 (+10.6% year on year), a MEDIUM-confidence figure from trade press because mawani.gov.sa was unavailable during research. Jeddah and Dammam are the two seaports that matter for most DDP deliveries; Riyadh Dry Port handles the inland leg for Riyadh metro distribution.

The delay cost is the biggest hidden line. If the SC is not obtained before arrival, or documents are incomplete, the container stops inside the terminal and demurrage starts accruing. A DDP forwarder with a disciplined pre-arrival checklist is worth more than a slightly lower headline rate, because the per-day terminal charge can erase the saving in a few days.

6. Compliance: VAT, duty, SABER/SASO, FASAH & HS codes

Tax and duty under DDP

Saudi import VAT is 15%, effective since 1 July 2020, and is calculated on the CIF value plus customs duty. The baseline import duty is 5% of CIF under the GCC Common External Tariff, with protective or anti-dumping tariffs of 15–25% possible on specific goods. Excise tax adds 100% on tobacco, 50% on energy drinks and 50% on carbonated drinks where applicable. DDP transfers payment to the seller/forwarder, but the underlying rates do not change.

One discrepancy is flagged rather than hidden: some secondary sources state a SAR 1,000 de minimis exemption for personal courier shipments, while another says Saudi Arabia has no such exemption. Treat that point as unresolved and confirm with ZATCA for low-value imports.

SABER / SASO still applies to DDP

  1. Register the importer and product on the SABER conformity platform.
  2. Obtain the PC (Product Conformity Certificate) — product testing first, then pre-shipment inspection; validity is about one year and it is issued once per product.
  3. Once the bill of lading is available, apply for the SC (Shipment Conformity Certificate) for that specific shipment.
  4. Receive the SC before cargo arrival — since 1 January 2025, an SC applied after arrival is void and clearance fails.
  5. Submit the pre-arrival customs declaration through FASAH, Saudi Arabia’s single-window system, with the SC attached.

Documents and classification

Standard documents are the commercial invoice, bill of lading, packing list, certificate of origin and the SABER conformity certificate for regulated goods. Classify goods with the correct HS code before quoting, because both duty and conformity requirements depend on it — and under DDP, a wrong HS code means the duty/VAT embedded in your all-in price is wrong too. Note that ISF is a United States requirement and does not apply to Saudi Arabia.

FASAH is the single window that connects importers, customs brokers, terminals and ZATCA, so the pre-arrival declaration, duty/VAT assessment and clearance status all sit in one flow. For DDP, this is where the forwarder proves the arrangement is real: if the SC and documents are ready before discharge, the cargo can clear without the demurrage clock running.
